RIYADH — Saudi Arabia recorded a remarkable increase of 33.5 percent in foreign direct investment (FDI) inflows in 2025 compared with 2024, reaching approximately SR159 billion. The growth reflects the Kingdom’s increasing appeal to foreign investors and its continued progress toward achieving the objectives of Saudi Vision 2030.

Alongside this growth, the stock of FDI in Saudi Arabia increased by 8.3 percent to reach SR1,059 billion by the end of 2025, surpassing the SR1 trillion mark and reflecting the expansion of the foreign investment base in the Saudi economy. The scale of this progress becomes more evident when compared with 2017 levels. FDI inflows increased more than fivefold over the period, while the stock of FDI doubled.

The compound annual growth rate stood at 24 percent for inflows and 10 percent for the FDI stock, underscoring the scale of the Kingdom’s economic transformation in recent years.

FDI inflows are among the indicators used to measure the performance of the National Transformation Program (NTP) against its strategic objective of attracting foreign and domestic investment. Initiatives under the program, led by the Ministry of Investment in coordination with relevant entities, are helping improve the investment environment, enhance its competitiveness, and attract high-quality investment to Saudi Arabia.

These results reflect the impact of the economic transformations and regulatory and structural reforms introduced since the launch of Saudi Vision 2030. The reforms have helped strengthen Saudi Arabia’s position as an attractive investment destination and reinforce international
investors’ confidence in the opportunities and growth prospects of the Saudi economy.

The NTP, one of the programs supporting the achievement of
Saudi Vision 2030, continues to contribute to achieving 34 strategic objectives, representing approximately 35 percent of the Vision’s overall objectives. It encompasses more than 310 initiatives led by seven ministries and involving over 50 implementing entities. Progress toward its targets is measured through 78 domestic and international indicators.
